Liberty Hall was a hotel before it became the HQ of the Irish Transport and General Workers Union early in the 20th century, and the HQ of the Irish Citizen Army (ICA). Liberty Hall served as a munitions factory, where bombs and bayonets were made for the impending rebellion. The leaders of the Rising assembled outside the building before their march to the General Post Office on Easter Monday.

The obverse of the medal features Leinster House clock face, with the time set at 12.04pm. This was the time Padraig H. Pearse, stood beneath the pillars of the GPO and in the company of other members of the provisional government, and read the proclamation of the Irish republic to the people of Ireland.
